Recognized as 2016 Baltimore Government Relations "Lawyer of the Year," Phil Andrews has extensive experience in Maryland government relations matters, including procurement, bid protests, contract claims, and other administrative disputes and litigation. His government relations clients span a wide variety of industries, including healthcare, information technology, transportation, construction, and gaming. Phil works with clients throughout the entire RFP process, from proposal and bid preparation to contract award; his recent efforts include securing a 35-year Public-Private Partnership contract to design, develop, and operate Maryland's Interstate 95 travel plazas, and representing the winning applicant in Maryland's latest casino license award competition.
